3-monthly and 9-monthly reports These reports outline Construction Milestones, non-technical summary and any changes to dates or works. These reports are not required to be accompanied by Independent Technical Expert assessment.
| Financial Commitment Milestone (FCM) To achieve FCM, the CMUs must submit an Independent Technical Expert report, Directors Certificate and a Funding Declaration (Exhibit J) to the Delivery Body by the deadline stated in the Capacity Market Rules. 6-monthly reports These reports need to be provided every 6 months (by 1 June and 1 December) until Substantial Completion Milestone has been achieved. These reports must only be accompanied by an Independent Technical Expert assessment if there have been any Material Changes to the works.
Link to Guidance Document | Substantial Completion Milestone (SCM) To achieve SCM, Prospective CMUs must demonstrate that they have been commissioned (or recommissioned) and are operational at/above 90% of their Capacity Obligation. Prospective CMUs should also have completed a Metering Assessment (and submitted a Metering Test if applicable) and have provide detailed line diagrams. If a CMU holds an Agreement for more than 1 Delivery year, an additional ITE Report is also required to confirm Total Project Spend. Where an agreement is for more than 3 Delivery years, an ITE Certificate is also required confirming that the CMU has met the Extended Years Criteria.
